Circumstances are different. Balthier and Fran are pinned down, held for all to reach if they wish, and that situation, 'alone' is not a solution - not unless you have enough power to back you up to not be bothered by the politicking of others. Which... is not the case. However many talents Balthier might posses, however brilliant a tactic he might employ, the situation - the city - is just too large for it to be enough. To be sustainable, unless others are assisting in the sustaining.
